[PRESS RELEASE] Difussion #130 Discusses Artificial Intelligence Governance from the Perspective of Human Development and Culture

Yogyakarta, 17 December 2025 — The Center for Digital Society (CfDS) of Universitas Gadjah Mada (UGM), in collaboration with Friedrich Herbert Stiftung (FES) and the Coordinating Ministry for Human Development and Cultural Affairs (KemenkoPMK), held the 130th edition of the Digital Future Discussion (Difussion) titled “Learning from the Global, Acting Locally: Strategies for Strengthening Indonesia’s Artificial Intelligence Talent.” This online discussion examined the future of artificial intelligence (AI), particularly in the context of strengthening AI talent, as well as its implications for policy, governance, and human development in Indonesia.

The discussion featured Fransisca Octaviani, CfDS researcher, and Hosea Immanuel, CfDS researcher, as speakers, with Martian Vinen, CfDS researcher, serving as moderator. The speakers discussed the challenges and opportunities in developing AI talent in Indonesia, the role of the state in formulating inclusive policies, and the position of humans amid a digital transformation increasingly shaped by artificial intelligence.

The discussion was opened by Fransisca, who emphasized the importance of AI governance in shaping digital education that is oriented toward human development and culture, rather than focusing solely on technological aspects. “AI governance, in this context, is expected to shape holistic digital education and encourage participants’ ways of engaging with artificial intelligence. Transformations and the potential development of participants also need to be accompanied by the strengthening of other relevant skills,” she stated.

The discussion continued with Hosea, who stressed that the rapid development of AI across various sectors demands attention to social, ethical, and human resource dimensions. In Indonesia, such efforts have been reflected in a human-centered national AI talent development policy framework; however, its implementation remains constrained by the absence of a binding legal basis. “These AI standards are not yet legally binding, so there is no strong legal impetus for institutions, whether in the private or public sector, to implement the national AI development policy framework,” Hosea explained.

Through Difussion #130, CfDS UGM and KemenkoPMK encourage a direction for AI development—particularly in strengthening AI talent—that is equitable, sustainable, and human-centered. This discussion is expected to serve as a space for reflection for the public, academics, practitioners, and policymakers in pursuit of better AI governance in Indonesia.
