The Case of Qlue in Jakarta: Is it still clueless?

Chairman of Rukun Tetangga (RT)/Rukun Warga (RW) in Jakarta run protest. RT and RW representatives in the city marched on to Committee-A of the Regional Representatives Council (DPRD) of DKI Jakarta demanding to follow up a policy report on performance through the application of the complaint Qlue. DPRD DKI Jakarta then suggested Governor of DKI Jakarta, Basuki Purnama Tjahaja (Ahok) to replace the Qlue.[1] Advice given with threats from the RT/ RW to resign and boycott the elections.

In the implementation of Qlue, RT/RW required to report to city government. For each report, RT/RW will be given Rp10.000,00, meaning that within a month the these representatives will receive around Rp 900.000,00. RT/RW representative argued that Qlue aggravates their performance, by adding more burdens. Moreover, they see that Qlue is easy to be manipulated. They also say Qlue overlap with other reporting applications owned by the government, namely lapor.go.id.[2]

In fact, Qlue has the purpose to monitor the performance of the provincial government. As the capital city, Jakarta is the center of governance and economic activities of the country. So, it is very important for Jakarta to continue transforming itself and leading other regions in Indonesia in regards to the development of smart city. Seeing the reality where there is a concern for Qlue to be reconsidered, the fact that the application brought new hope for better public service delivery in the city in the future in the hope of fostering digital society is still inevitable. Development in Jakarta will be much better and more efficient if it involves every single governing constituent in the city governance, especially RT/RW. For example, Qlue have begun initiatives #BERANIBERUBAH and # BebasSampah2020 collaborate with a number of communities that began February 21, 2015. It appears from the complaint that people have a means of reporting on environmental violations mainly related to the problem of waste.[3]

There is still much that needs to be upgraded from Qlue implementation, such as low participation from the society and the lack of human resources which capable to respond complaints from Qlue.[4] What makes the app successful is the particiation and willingnes of the people to use the app. Otherwise, the app is clueless. Constant evaluation and relentless commitment to bring better public service delivery shall not be put aside by the government. The opportunity to bring people and government closer should never be taken for granted. The talks to replace Qlue should really be carefully examined, as the initial idea of Qlue is to connect, not to break apart. Any issues surrounding the implementation of the app in real life must immediately be fixed, instead of replacing or removing the app all together. No matter what, Qlue still needs people in order for it to bring the desired result.
